Yes the Monterey cypress can definitely be bonsai, here are some examples from the web:

The one in the wooden box was from seed or cutting, can't remember.

I have a couple of my own that I managed to acquire from my father in law that had some die back. They've not been trained yet though, I've put them in pots and will start styling in the spring

Mine are 'gold crest' and the foliage is like a scale juniper, fine, globular and compact. But there is a little of the spikey foliage on the lowest parts. I hear they grow quite fast

This is a better pic of the one from seed, a mature tree resembles the shape of cedar of Lebanon with the flat top and branching or so I've read. So look up cedrus Lebani to see some styling ideas

I've got a hedge of these (about 15 of them) that I planted 20 years ago. They've been hedge pruned (of course) and the trunks are now a few inches in diameter which tempts me. I'm not sure why but they've always been considered poor choices for bonsai so I've left mine as a hedge so far.

It may have something to do with their fast growing nature, one of the parents to leylandii. That might have an impact on the longevity of a finished tree. They are said to backbud though. It is strange how they are considered lesser material and yet people bonsai hinokis, sawara and other cypress that do not back bud and can be very difficult to train.

You may well be right - a compact image might be difficult over time. Anybody on the forum tried?
